1 The cap-and-trade title of the Olver-Gilchrest bill introduced in the House is derived from, and is nearly identical in structure to, McCain-Lieberman. As noted below, however, Olver-Gilchrest imposes more
stringent emissions caps and tighter limits on the use of offsets and international credits. In addition, Olver-Gilchrest does not include many of the technology-promotion and adaptation/mitigation
provisions of Titles II, III, and IV of McCain-Lieberman.
2 Senator Feinstein has announced her intention to introduce a series of four other bills addressing aspects of climate change outside of the electricity generation sector. Senator Carper is expected to introduce a
separate electricity-generation bill as well.
